WEST
POINT PROJECT POLICY ON USE OF VEHICLES
IN
CORPS-OPERATED CAMPGROUNDS AND DAY USE PARKS
Title
36 CFR, Section 327, addresses the use of motor vehicles on public lands
administered by the U.S. Army Corps of Engineers.
Sections that apply to this policy are as follows:
327.2(a) – “This section pertains to all
vehicles, including but not limited to, automobiles, trucks,
motorcycles, minibikes, snowmobiles, dune buggies, all-terrain vehicles,
and trailers, campers, bicycles, or any other such equipment.
327.2(h) – “Vehicles shall be operated in
accordance with applicable Federal, state, and local laws, which shall
be regulated by authorized enforcement officials as prescribed in Sec.
327.26.”
327.26(a) –“Except as otherwise provided in this
part or by Federal law or regulation, state and local laws and
ordinances shall apply on project lands and waters.
This includes, but is not limited to, state and local laws
governing:
(1) Operation and use of vehicles, vessels and
aircraft.”
The
following guidelines are based on Alabama and Georgia laws pertaining to
vehicle use. These
guidelines are listed below, by vehicle type, and are effective
immediately:
1.
Scooter/Motorcycle
must be a state registered vehicle and display a vehicle license plate.
2.
Scooter/Motorcycle
must have appropriate road safety devices: head light, turn signals and
brake lights.
3.
Operator
must possess a valid state issued driver’s license.
4.
Operator
and passenger must wear Department of Motor Vehicle (DMV) approved
helmets.

Operator
must possess a valid state driver’s license or instructional permit.
2.
Operator
must wear a DMV approved helmet.
1.
Operator
must possess a valid state issued drivers license.
2.
Operator
and passengers must be in cab of vehicle and wear seat belts.
3.
Vehicle
must be registered and display a state or Federal license plate.
1.
Disabled
person will provide documentation of disability such as a Golden Access
Passport, disabled driver license plate or tag on vehicle, letter from
doctor stating his/her disability.
2.
Operator
must possess a valid state issued drivers license.
3.
Only
the disabled person is authorized to operate the cart.
4.
Usage
limited to daylight hours only unless equipped with taillights and
headlights.
5.
Usage
limited for transportation to a specific location within the park.
6.
To
be operated on paved surfaces only.
All
vehicles must be operated in a safe manner, in accordance with all
traffic laws and regulatory signs, and remain on paved surfaces. Unless otherwise posted the speed limit in all Corps operated
parks at West Point Projects is 15 miles per hour.
